Formal Protest: Discriminatory policy and contradiction of international support for Ukraine

To the Scaleway Support Elite Team,

I have received your refusal, and I find your position not only legally questionable but also deeply offensive.

By placing Ukraine — a country currently fighting for its survival and supported by the entire civilized world, including France — in the same category as sanctioned terrorist regimes, Scaleway is demonstrating a shocking lack of political and ethical judgment.

While the French government and the EU provide continuous aid to Ukraine, Scaleway has chosen to impose its own "private sanctions" against innocent Ukrainian citizens. This looks like a blatant case of discriminatory practice based on national origin. Furthermore, your broad-brush approach to blocking entire populations feels like the very definition of systemic bias and exclusion, which is unacceptable in today’s corporate world.

It is important to note that all major global and European providers continue to support Ukrainian users and provide seamless service, including:

  • OVHcloud (your direct French competitor);
  • Hetzner (Germany);
  • DigitalOcean (USA);
  • AWS (Amazon), Google Cloud, and Microsoft Azure.

None of these companies have chosen to isolate Ukraine. Only Scaleway has decided to turn its back on us.

Your decision to "restrict the ability of nationals" to even create an account based on their passport or residency is a shameful precedent. I will ensure that this discriminatory policy is highlighted within the tech community and to relevant monitoring organizations.

I no longer seek to be your customer, as I prefer to work with companies that have a moral compass. I demand an immediate confirmation that my personal data will be fully deleted from your systems in accordance with GDPR, as I do not wish to have any further association with Scaleway.

It is deeply disturbing to see that Scaleway, a prominent French company, has officially listed Ukraine — a nation defending itself against aggression with the full support of the French Republic — in the same category as North Korea, Syria, and Iran. This is not just a "regulatory restriction"; it is a political statement and a form of national discrimination.

I will be sharing the transcripts of this interaction, including your explicit refusal to distinguish between government-controlled territories of Ukraine and sanctioned zones, with the following entities:

  1. Leading tech and mainstream media outlets (including Le Monde, TechCrunch, and The Register) to highlight Scaleway’s "private sanctions" against Ukrainians.
  2. The Ministry for Digital Transformation of Ukraine to alert them of the exclusionary practices of the Iliad Group.
  3. European human rights and anti-discrimination regulators to seek a legal assessment of your policy of blocking users based on their nationality and residency in non-sanctioned regions.

The world is united in helping Ukraine survive, yet Scaleway is actively working to isolate Ukrainian professionals and businesses. Your "Elite Team" should be aware that such a lack of transparency and ethical grounding will have long-term reputational consequences.

If you wish to avoid a public scandal and a formal legal inquiry regarding discriminatory practices, I suggest you escalate this matter to your legal department for a proper review of your "restricted countries" list.
